Dr. ten Have identifies some “bioethical principles which he believes are almost universal.

- Curtis West ties social justice to public health. He is not the only person who says this. Beauchamps (ethicist from Georgetown who is associated with the 4 principles) says that the theory that under girds public health is social justice.
3a. Why do Curtis West and others say this (I know that Curtis West is speaking at the annual APHA meeting)?
